Signs in Governance — Reading Constitutions Through Peirce's Lens

Charles Sanders Peirce, the founder of American semiotics, defined a sign as anything that stands for something else to someone. A sign has three parts:

  • Representamen: The form the sign takes (a word, diagram, number)
  • Object: What the sign refers to (the thing in the world)
  • Interpretant: The sense made of the sign by the interpreter

The critical insight is that signs do not carry meaning by themselves. Meaning arises from the relationship between the sign and its object. Peirce identified three fundamental types of this relationship.


An icon represents its object by resemblance. It looks like, sounds like, or structurally mirrors what it represents.

Other governance icons:

Governance function of icons: Rapid comprehension. Icons let you grasp structure at a glance without reading every word. They compress complex relationships into spatial patterns.


An index represents its object through a causal or existential connection. It points to its referent — there is a real link between them.

In governance documents:

  • "see policies/alignment-policy.yaml" — a cross-reference that physically points to another file
  • version: "2.1.0" — a version number causally connected to a specific release
  • $ref: "../schemas/persona.schema.json" — a JSON Schema reference that mechanically resolves to a schema
  • effective_date: "2026-03-22" — a timestamp indexing a moment in time
  • File paths like state/conscience/signals/ — directory paths pointing to actual locations in the filesystem

Indexes are the traceability layer of governance. When an auditor asks “where is this defined?” or “which version is this?”, they are following indexical signs.

Governance function of indexes: Auditability and traceability. Every cross-reference, version number, and file path creates a navigable web of connections. Without indexes, governance documents would be isolated islands of text with no verifiable relationships.


A symbol represents its object through arbitrary convention. The relationship between the sign and its meaning is established by social agreement, not by resemblance or physical connection.

In governance documents:

  • “Zeroth Law” — the term itself does not resemble or point to the concept of protecting humanity. Its meaning comes from Asimov’s fictional convention, adopted by the governance framework.
  • “Tetravalent logic” — “tetravalent” (four-valued) is a conventional term. Nothing about the word visually resembles four truth values.
  • “PDCA cycle” — Plan-Do-Check-Act is an acronym whose meaning must be learned through convention.
  • “Nigredo” — an alchemical stage name repurposed by convention to mean “beginner level.”
  • “T(0.85)” — the notation convention that T means “True belief” and 0.85 is a confidence score.

Governance function of symbols: Precision and compression. A symbol like “Zeroth Law” compresses an entire ethical framework into two words. But symbols require shared knowledge — if you do not know the convention, the symbol is opaque. This is why governance documents need glossaries and onboarding.


5. The Semiotic Composition of a Constitution

Every governance document is a multimodal sign system — it uses all three sign types simultaneously, each serving a different function:

A well-designed governance document balances all three:

  • Too many icons, too few symbols: Pretty but imprecise. Looks clear but lacks the terminology for unambiguous interpretation.
  • Too many symbols, too few icons: Precise but inaccessible. Correct but only experts can parse it.
  • Too few indexes: Isolated. Claims cannot be traced to sources, versions cannot be verified.

When designing or reviewing a governance document, ask:

  1. Are the icons accurate? Does the diagram actually mirror the current structure, or is it outdated?
  2. Do the indexes resolve? Can every cross-reference, file path, and version number be followed to a real artifact?
  3. Are the symbols defined? Does a newcomer have access to the conventions needed to decode the terminology?
  4. Is the balance right? Does the document rely too heavily on one sign type at the expense of others?

This semiotic audit is a lightweight quality check that catches common governance document failures: outdated diagrams (broken icons), dead links (broken indexes), and jargon without glossaries (opaque symbols).
